Mark Daly
Senior Litigation Counsel
Tax Division of the U.S. Department of Justice

Mark Daly has been a Senior Litigation Counsel at the Tax Division of the U.S. Department of Justice since 2012.  From 2006 to 2012, he served as a Trial Attorney in the Northern Criminal Enforcement Section.  Since 2009, Mark has worked exclusively on cases involving the use of foreign financial accounts to evade U.S. taxes.  He was the lead attorney on the investigation of Credit Suisse AG which resulted in a guilty plea from the bank and the payments of $2 billion in restitution and fine (the largest recovery in a criminal tax case).  Mark also led the investigation of Dan Horsky, a U.S. citizen who concealed more than $200 million in undeclared accounts in Gibraltar, Israel and Switzerland, which culminated in Horsky’s conviction, incarceration, $15 million in restitution, and the payment of a $100 million civil FBAR penalty (the largest FBAR penalty ever recovered in a criminal matter).  Mark is a graduate of Dartmouth College and the Duke University School of Law.
